individual unprotected opening

The following are from National Building Code of Canada 2015, British Columbia Building Code has similar / same requirement for individual unprotected opening in exteriror walls, while Ontario Building Code appears to completeley remove the requirement, how do the building codes in Canada have such a big difference here? Which code is more reasonable in fire safety?

The OBC is based on the 1995 version of the National Building Code. That particular section was introduced in the 2015 National Building Code. For whatever reason, MMAH has not deemed it necessary to adopt it into the OBC.
