Insulation in Industrial Flex buildings

I'm working on a fit out for an industrial flex building. The front is office, the back is warehouse. Does the exception 5 under C101.4.2.4 hold up if there are also people working in the space full time? In this case it would also benefit the employee and would by default make it more comfortable. I can see it being argued both ways.

It looks like it is chapter 1 (Administrative) of the Florida energy code, so it is probably a state amendment to the IECC.
