Insulation recycle

I had a insulation contractor ask me if he could recycle his shavings from foam jobs into cellulose insulation blown into the attic space. Apparently a equipment salesperson gave him the idea as long with a sales pitch for the equipment. Has anyone had any experience with this? if so would the R value per inch remain the same? Just need in formation thanks. 2009 IRC

N1101.4; the installer would need to provide (ICC-ESR) data from the manufacturer for the R-value for this kind installation.

It should be ok, use the lower R value per inch for the cellulose and the result will be conservative.

An ulterior motive might be avoiding disposal fees where landfills don't take kindly to plastics that are not recyclable or biodegradable.
