They want to use two layers of R-10 rigid tight against the chimney.

The framing is two inches from the masonry.

The sheathing edge is abutting the masonry 12 in. min. from firebox as per figure R1001.11 clearance from combustibles in the 2006 IRC Commentary.

I didn't understand what R-value the Roxul Insulation Board has per inch?
 
R-value is written technically as shown. What we are used to is abreviated. 2"= R-8.2. This product may not be readily available but rockwool batts at about R-3/inch should be. This is a small amount of wall area. I would approve use of rockwool in this area for safety reasons. At R-6 is better than a window.
