Interior Exit Stair

Can there be a toilet located off the top landing of an interior exit stair ?
One would have to pass thru the landing to access the toilet room.
My gut tells me NO but, reading code definitions it does say stair is a "Pedestrian way". If you look up "pedestrian way"it seems possible.
 
No. IBC Section 1023.1 states that interior exit stairs cannot be used for any purpose other than egress or circulation. Plus, Section 1023.4 limits openings in a stairway other than unprotected exterior openings to "those required for exit access...from normally occupied spaces." Although restrooms are occupied, they are not "normally occupied spaces."

There is no interpretation of "normally occupied spaces," which leaves the interpretation to the building official. However, the Commentary states that spaces not normally occupied include toilet rooms, storage/janitorial closets, and mechanical/electrical rooms.
