Interpretation of IBC 2902.2 Separate toilet facilities for small spaces

We have a multifamily apartment building where the client would like to include a gym space as an amenity to the tenants. The gym is currently 690 SF. The occupant load of the space would be 50sf/occ for an exercise room so 13.8 -> 14.

Are two toilet facilities required even though the occupant load of the gym space is quite small? 2902.2 exc. 2 would seem to apply but I am unsure if this exception includes the occupant load of the entire structure or just the gym space.
 
You need to look at Montana ARM's 24.301.351. This would be a "B" occupancy under the IBC

(21) Subsection 2902.1, Minimum Number of Fixtures, is modified by deleting and replacing with the following: "Plumbing fixtures shall be provided as established in ARM 24.301.351."

(22) Table 2902.1, MINIMUM NUMBER OF PLUMBING FIXTURES, is modified by deleting and replacing with ARM 24.301.351.

(23) Subsection 2902.3, Required Public Toilet Facilities, is deleted in its entirety.

Business occupancy footnote i
i. At the discretion of the building official, certain nonassembly buildings where food and beverages are not consumed on the premises, may be allowed to furnish only one public toilet provided it is designed for male and female use and it is suitable for use by handicapped persons.

Show this to the AHJ and ask them.
 
Thank you I had forgotten about the amended table, the footnote for a business use is helpful. IBC Section 2902.2, separate facilities, would still apply though as it is not amended out of the code by MT, correct? Would you interpret exceptions 2 and 4 to be applicable to this space with an occupant load of less than 15?
 
Mt amendment is specific and gives the Building Official the authority to determine if Section 2902.2 is applicable to the use or not.
Exceptions 2 and 4 seem to support that this specific use and size (OL) within an apartment complex would not require separate restroom facilities.
I would not include any employee of the apartment complex in the OL of the exercise room unless the employees office/work area was in that immediate area and it was the nearest facility available to them

if the new gym space will be used commonly by all the apartment residence and a bathroom is installed it will need to meet all aspects of the ANSI A117.1 1986 at least. You might wan to ask for clarification on how the AHJ is interpreting the code for the minimum number of toilet facilities.
