Interpretation of "this" with IBC 102.3

102.3 Application of references.

References to chapter or section numbers, or to provisions not specifically identified by number, shall be construed to refer to such chapter, section or provision of this code.

For example the excerpt below is referenced to Section 1004 Occupant Load.
1004.2 Cumulative occupant loads. ...shall be determined in accordance with this section
Some could interpret "this section" to be section 1004.2 with requirement of being in accordance to the following:
1004.2
1004.2.1
1004.2.2
1004.2.3

Can anybody see a grey area of this with 102.3 interpretation application governing? Anybody have a story about experiencing confusion with this?

My story of confusion is 2 hours of collecting in accordance with this section examples before stumbling across 102.3. pfffst.
 
"This section" appears in section 1004.2, so it refers to section 1004.2 and all subsections under 1004.2.

Some could interpret "this section" to be section 1004.2 with requirement of being in accordance to the following:
1004.2
1004.2.1
1004.2.2
1004.2.3

As an English minor, editor, and published author I can't see any other way to interpret it.

So if the reference is to Chapter 9, is it your position that sections 901, 902, 903, et. seq., DON'T apply, because the reference is only to the chapter?

Subsections 1004.2.1, 1004.2.2 and 1004.2.3 are all part of section 1004.2.

The code is a legal document when adopted by a jurisdiction. Regardless of your feeling of being incorrect; the simple plain language of 102.3 is applicable and enforceable.

Subsections 1004.2.1, 1004.2.2 and 1004.2.3 are all part of section 1004.2.
Agree, but parts and subsections are not applicable. The 1004.2 reference to "this section" refers to the entire 'Section 1004 Occupant Load'

Neglecting 104.2 reference being entire 'Section 1004'; a one exit 49 occupant building, non sprinkled bar with a 'fenced in' outdoor area for 100 occupants is compliant. Determining 102.3 as incorrect will probably lead to other errors interpreting IBC 2021 requirements.
