What exactly is that foot note implying? Can plumbing be above an electrical panel between the floor joist?

You can be 6-ft above the panel
or in a structural ceiling?

What classifies a structural ceiling, would floor joist be in that classification?
 
I believe the floor joist and sub-floor would be considered structural and as long as the plumbing pipes are in the cavity above the breaker panel it you would meet the footnote "a".

So is that how you would interpret the footnote?

Rick, Ceiling you would classify that as structural then, correct?
