Is hot water recirculation required by Ashrae?

New construction in New Jersey.
2019 Ashrae 90.1

I read chapter 7 regarding Service Water Heating but did not see any requirements to actually provide a hot water recirculation system (or heat tracing.) Does Ashrae require either of these two or did I miss the text?

Yeah, IECC is super stringent for lavs. The 2018 IPC allows 50 ft. The 2021 National Standard Plumbing Code allows 100 ft.

Gregg Harris - do you recall what section requires this?
 
I might be wrong but I seem to remember that California banned recirculating hot water systems as a waste of energy. When we had a repipe the contractor said that he had a passive system that has no pump but that would still waste energy.
 
Why do you need hot water at the lavs anyway? Ignore the code, think logically. It’s not the water temp that disinfects hands, you couldn’t get water hot enough to do that without causing burns. It’s the germicidal properties of the soap.
 
Is the ASHRAE guideline referenced in the building or plumbing code? In any case lavatories are limited to 105 degree tempered water.
