Is it a Code Requirement, Standard of Practice, or Common Sense?

The question here is, this. Is this a code violation? Would you allow it?

I grabbed a 2x4 to see how close to the surface of the concrete slab these abandoned conduits and rebars would be. Then there is the issue of all of the debris that was swept into the pour area. This is an interior pour for a very thick garage bay slab which will be level with the slab at the doorway. This is all new construction. For the record, the 2x4 hit the rebar and conduit, so they would be visible at the new surface.

Not sure about american Codes, but isn't there some requirement for rebar to be covered by a minimal layer of concrete in IBC/ICC?

Conduit might need to be accessible at the surface, depending on the electrical requirements .... that doesn't bother me.
 
Do the project specifications say anything about how to cut off the abandoned bits? I've been involved in a lot of parking garage restorations, and none of them were pretty. There's probably an ACI standard that addresses this question, but I don't have access to ACI publications.
 
Sloppy work, but I don't see a code violation as long as they don't stick up above the slab. A wide threshold would cover them.
