Is "one hour throughout" more restrictive than Type V-A?

Type V-A construction allows for nonloadbearing interior partitions to have zero-hour rating.

But CBC 435.3.4 for Nonambulatory Elderly Clients says:
  • Group R-4 occupancies housing nonambulatory elderly clients shall be of not less than one-hour fire-resistance-rated construction throughout.
My client has an existing Type V-B one-story structure, raised wood floor on perimeter footing with some wood posts under some girders.
In that scenario, does that mean that even nonloadbearing interior partitions need a one hour rating? Or does meeting Type V-a requirements suffice?
At a raised wood floor, would "throughout" mean the wood pier posts need to be wrapped for 1 hour protection?
