IS roof floor consider safe place ?

Hey all -

is the outdoor amenity floor (Roof floor) consider safe place
since, no need to egress the people from it ?
 
The only reason you would not need a means of egress … is if there is no means of ingress.
 
why ?

At roof ,people will be at open air that no smoke
(life safety concept is protecting from smoke not fire )

so, why need to egress from it ?
They can stay there till fire men evacuate them

Because buildings that are on fire tend to fall down after they burn long enough.
 
In the built environment, every occupiable space is required to have a means of egress, all the way to the public way.

You did not say where the proposed building is located. Your profile says you are from Cairo - - is your building located in Egypt?

Most of the people on this forum are based in North America, where many cities have agreed to use the "International Building Code" (IBC).
Many years ago Egypt used the structural code provisions of the IBC, but I believe Egypt now has its own building code:
