Is Safety Glazing Required for All Panes in Multi-Layer Systems?

Detailed Inquiry: In scenarios where multi-layer glazing is utilized in areas mandated by the 2021 IBC Section 2406.4 to incorporate safety glazing, must all panes be safety glazing, or is it sufficient for only the pane facing the impact side to be safety glazing?

Code Clarification: This clarification will also apply to the 2024 IBC.

It cannot be assumed that an individual impacting a glazed panel will stop at the first pane of safety glazing and avoid injury from subsequent panes. Consequently, except for the specific locations detailed in 2021 IBC Section 2406.4.3, all panes in multi-layer systems are required to be made of safety glazing materials. The glass panes, however, do not need to be composed of the same material as long as they are made of approved safety glazing materials.
 
This is not entirely accurate--there is an exception.

2021 IBC and Earlier: Section 2406.4.3, Exception 3, allows the "outboard panes" of IGUs and multiple-glazed units in windows to not be considered hazardous locations when the bottom edge of the glazing unit is 25 feet or more above grade, roof, or walking surface below.

2024 IBC: Section 2406.4.3, Exception 3, allows the "outboard panes" of IGUs and multiple-glazed units in windows to not be considered hazardous locations when the bottom edge of the glazing unit is 8 feet or more above any grade or walking surface below.
