Is there a code which disallows riser sweeps?

This is in CA and a PG&E inspector says we can only use a straight riser (no sweeps). I've heard of the 360 rule and that up to 4 sweeps are allowed between the overhead drop and the main panel, but when I asked him why we can't add a sweep (to relocate the riser) he said no sweeps. I asked for the code section and he did not respond. And our Electrical inspector is deferring to him (PG&E). I'm afraid if I push PG&E on it, he may just delay the electrical shutoff appointment until January. Maybe they have a rule somewhere in their Greenbook that is not in the CEC?
 
It fascinates me to see the differences between areas in California in regards to at what point the utilities have a say beyond the Service Points.

Here, in Southern California, as far as I know, the utility has control of wires up to the Service Point, and then the NEC (or CEC rather) takes over and dictates the wiring methods.

I understand that the NEC does not govern what the utilities can and can't do, but then why should they be allowed to govern how we do our business after the Service Point?
