Is two different MOE's allowed

Ok, here is the question, I have a bank berm style home that has on internal stairway from the main level above to the lower living level below.

Home is 18 x 36 on the upper level which has a ground level entry door compliant with MOE

Then the back of the home is out of the lower ground level which also has a pair of ground level doors meeting MOE

The upper level has an opening that looks down to the lower level but has a compliant guard protecting it.

Is there anything within the 2015 IRC that says you have to have internal stairway access from one level to the other?

Are there more than 3 sleeping units in the structure that cannot be considered part of the dwelling due to the lack of interior access to the required sanitation or kitchen facilities?

[A] SLEEPING UNIT. A single unit that provides rooms or spaces for one or more persons, includes permanent provisions for sleeping and can include provisions for living, eating and either sanitation or kitchen facilities but not both. Such rooms and spaces that are also part of a dwelling unit are not sleeping units.

SECTION R320
ACCESSIBILITY

R320.1 Scope.
Where there are four or more dwelling units or sleeping units in a single structure, the provisions of Chapter 11 of the International Building Code for Group R-3 shall apply

Bathroom, bedroom & Kitchen/living room

Lower Level:
(2) finished open rooms & a Utility Room
 
First see if one or two means of egress are required. One is required by the IRC but some states require two which would be found in an amendment.
If a double door serves as the egress and one leaf is normally held shut with a floor or head bolt, the operating leaf must have a clearance of 32" measured from the face of the door when open to 90 deg. so a 5-0 French door would not qualify. Its possible to get French doors where both leafs operate together.
Why would you not want a stair? Are there two units?
 
If a door on each level meets R311.2 you don't need stairs...

R311.4 Vertical egress. Egress from habitable levels including habitable attics and basements not provided with an egress door in accordance with Section R311.2 shall be by a ramp in accordance with Section R311.8 or a stairway in accordance with Section R311.7.
