Island Sink Venting Method when regular method is possible IRC

Per 2009 IPC 901.2.1, yes. 901.2.1 simply states that every trap or trapped fixture shall be vented in accordance with one of the venting methods specified in Chapter 9. Island venting is one of those methods. There is no wording that prioritizes any specific method.
 
Note that in the section for Island Fixture Venting; the word "shall" indicates no other method allowed. Also see Chapter 1, Applicability. It leaves no doubt that island fixture venting is required to be installed per the section for Island Fixture Venting.
