Kit shed from HD in Florida

By reading the local codes (Highlands County), I found I have to have a permit in order to place this shed on my property. However, the building department is requiring "Product Plans," which are essential architectural plans showing that the kit shed meets Florida building code requirements. The manufacture, Suncast, can't/won't provide, and neither will HD, who acted as if I had three heads when I asked about them. I have a feeling it doesn't meet codes and that is why I am running into this issue. Did I just get hosed on a $1,000 shed?
 
No, the shed is probably worth $1000 … problem is it doesn't meet local codes. HD has a pretty liberal return policy … exercise it.
 
Probably will not meet wind load requirement, will the plans come with attchment information? or will this become the neighbors shed after the wind storm?
 
Store heavy items near the bottom of shed.

Home Depot will point to the installation instructions. A six inch layer of nickles should be enough.
 
It will travel around the neighborhood depositing your items along the way for an impromptu grown-up scavenger hunt!
That's what I thought.

Storytime: I was mowing that back yard on a saturday afternoon and kept seeing bits and pieces of pick insulation in the yard. There was a small tornado touch down in another city near me 30 miles away and a few houses received some damage. I kept seeing pick insulation all over the yard, to bad the tornado didn't hit a bank instead!
