Is the meter reader waiting for it to fall over? There have been several occasions when I have called the poco to alert them of a problem. Each time I have asked why the meter reader hasn't brought the problem to the bosses attention. Each time I have been told that the meter readers aren't trained to spot problems. I pushed on this with my non-contact tester and almost knocked it over. I bet that when it finally falls over, the reader will turn it over to read the meter and not say an word to anyone.

People who report a lot of problems are often perceived as "Boat Rockers"!

IPMC, emergency measures, send a notice, 10 days later request in writing the purveyor remove the service.

Does POCO have smart meter like PGE?
The POCO has just begun installing them. A coworker has refused to allow the POCO to switch his meter to a smart meter and he claims that his neighbors have all experienced a rise in their electric bill. He says that some have gone up 40% and Edison says that's because the old meters were worn out and giving away power. Sounds fishy to me. Hard to believe 40% and even harder to believe that Edison was giving away power.
