AB 2873 (Tony Thurmond, D-Richmond) aims to increase disabled access in California by increasing the number of CASp certified building inspectors. However, as currently written, this bill fails to address the systematic issues with the current CASp certification process. Specifically, as amended, this bill will require that all building inspectors employed or retained and who conduct permitting and plan check services for accessibility requirements be a CASp. CALBO has a firm Oppose-Unless-Amended position and is working with the author and sponsors to find a solution that works for all parties. CALBO is partnering with the California Building Industry Association and California Building Properties Association as we all share similar concerns. This bill is now in the Senate where it will be substantially amended.
