Reminds me of Robert Conquest’s 3rd rule:
"The simplest way to explain the behavior of any bureaucratic organization is to assume that it is controlled by a cabal of its enemies."


(He did not mean enemies of the bureaucracy, he meant enemies of the stated purpose of the bureaucracy.)

Recently read a headline to a news story that claimed 4 permits had been issued in CA for fire re-builds. Seems a little low.

Specifically, the 4 permits were in City of LA, not unincorporated LA County, Pasadena, or other municipalities.
Even then, we've not been told the nature of the permits. I have a client in the county area who finished a project last year, then it burned down. Still on the same code cycle, they've pulled a permit based on the same plans.
So it's possible that even those 4 permits already represent the low-hanging fruit of recently completed projects.

Part of the problem is that some design work must wait for sites to be cleared. Want to do a geotech report, drilling into the ground? Is your boring going to be introducing contaminants into the soil? will the Corps of Engineers scarify the whole site down 6"? A foot? How do you design the grading?

For our client in the county that pulled permit, they can't really do meaningful construction work onsite until the site is cleared and the utilities are restored (power poles rebuilt and reinstalled).
