Level 3 Alteration 4 Units to 3 and Sprinklers

Scenario. Taking a n unprotected quadplex with 2 up and 2 down and changing it to 2 down and 1 up which includes removing the entire 2 units of the second floor, raising it up and building a new single unit on the 2nd floor the same as the footprint of the building. First floor units will have minimal changes, just some windows but the middle breezway will be changed and a new facade placed on along with new steps to the new single apartment on the 2nd floor. Most definitely a Level 3 alteration.

Question. In your opinion, does this trigger fire sprinklers for all 3 apartments under Level 3?
 
No. Assuming 2018 IEBC, none of the situations per Section 904.1 would apply in your situation.
 
Yes. IEBC Section 904.2 (2018 edition) requires fire alarm and detection to be as required by the IBC. IBC Section 907.2.9 requires Group R-2 to have smoke alarms in your situation, but not a manual fire alarm system.
