Lintels for Two Story House

Section 611 for poured concrete lintels covers loading for roof, Light-Framed 2nd floor and roof, and icf and roof. So if you were building a two story with a walkout basement (using the lintel section from chapter 6 to carry loads in the foundation) Does the table assume that because it is in the wall section of code that the lintel is on the first floor already? In that case engineering of Lintels would be required.
