Stranded wire is always a challenge to get a good connection to a ground screw. If I can unwrap it with one finger, it fails, just like this one.

That doesn't appear to be a proper place for a ground screw. The thin plate hardly provides two threads, if at all. Then the screws that secure the plate...same thing.
