Manholes vs Cleanouts for Storm Drains

For our locality, my plumbing inspectors conduct storm drainage and site work inspections for the private side only. We are constantly getting push back from contractors and engineers regarding manholes versus cleanouts on pipes 8" and larger. Adding to the issue is some localities around us do not conduct site work inspections on the private side. Section 1101.8 of the 2015 IPC and previous code editions state "the storm drainage system shall comply with the provisions of this code for sanitary drainage pipe cleanouts". Section 708 states piping 8" and larger shall have a manhole located not more than 200 from the junction, etc. Im asking for thoughts on the requirement,your interpretation and what the inspectors are enforcing in your locality.
