Regarding IECC section C402.4.1.2.1 have any of you seen air barrier construction instructions from the manufacturers of the 15 listed products?

Not yet, have asked and not yet received.

You can find some data on the ecodes ICC site by copy/pasting the code ID with section number in a search box (IECC section C402.4.1.2.1). When the ecode screen comes up with the code text, there is an icon for "ES" (evaluation services) that when clicked opens a popup screen with eval reports for companies and products that are relative to the code section. Sometimes there is a link to the manufacturer website where installation instructions can be found.

So the manufacture can place whatever he wants in his installation instructions and you will require compliance. For example if the manufacture were to add a commercial term making the Owner responsible for any problems the code would require that?

You know better than to ask such a silly question.
