Is there an ironclad interpretation from ICC or elsewhere on how to apply both 100% allowances on MAQ's if an occupancy has BOTH sprinklers AND proper enclosures? It is easy to say "both are doubled, so the result is 400% of MAQ" but the wording is not clear. I read the footnotes to read that THE MAQ can be increased 100% for sprinklers and THE ORIGINAL MAQ can be increased 100% for enclosures, for a sum total of 300%. Is this a question left for whatever AHJ will receive the code application?

It states in the footnotes that the increase is applied "accumulatively," which means the 400%. For example, if the MAQ is 150 lb, then with a sprinkler system, that can be increased by 100%, or to 300 lb. If stored in approved storage cabinets, that total can be increased again by 100%, or to 600 lb.
