Masonry Stem Wall on Concrete Footing

A contractor is building a home in a Seismic Design Category D2 area and is using masonry stem walls supported on concrete footings. If the wall is 20 feet long, how many No. 4 vertical bars must be installed, and where should these bars be placed?
