Maximum allowable quantity hazardous materials

Massachusetts State Building Code 9 or 10th edition table 307.1 (1) MAQ hazardous material limits.

Need reference standard, code verse industry standard for calculating the quantity include the container full or empty.

What's the question?

The table doesn't refer to any industry standards for calculating quantities, and IMHO no standards are required because no calculating is involved. A quantity is a quantity. You are allowed up to the listed quantity of each material -- end of discussion. If you have more than the listed quantity within a single control area, the occupancy classification gets bumped to the H classification listed in the third column.
