MD Elevator Codes - Pit Ladder Req'mnts

Anyone on here familiar with Maryland elevator codes? I am being told that there is a clearance requirement for the rungs on the pit ladder to be a minimum of 7" clear off the face of the wall (I believe AMSE A17.1 requires 4.5"). I could not find this "Maryland" requirement anywhere online. Any help would be appreciated.
