Means of Egress Illumination 2007 CBC 1006

How does your jurisdicton verify the minimum means of egress illumination level of not less than 1 foot-candle at the walking surface?

The one project Ive done that they checked, they used a lightmeter. They start around $100

Many lighting engineers have them. Ask the project engineer to prove the lighting, and be there.

I realized that ya'll are in CBC land. But, the question is just as applicable to 06 & 09 IBC.

1006.1/1006.2 and 1006.3/1006.4 are related but different requirements.

1. 1006.1 & 1006.2 requires 1 foot-candle continuous at all times the space(s) is occupied.

2. 1006.3/1006.4 when there are 2 or more means of egress required, emergency lighting is to provide an initial (however long that is) average of 1 foot-candle and a minimum of 0.1 foot-candle at any point.

Which are you trying to verify? If No. 2, how do you do that?

(and) At the end of 90 minutes the average is permitted to decline to 0.6 fc and the minimum to 0.06 fc. I can see engineers increasing fees dramatically. I can imagine the time spent on a 30,000 sf school. Of course, they will use emergency ballasts, and, all of the windowed rooms will have to be tested at night.

Oh, but there is that 40:1 thing. At 0.1 fc minimum, the maximum is 4 fc. At 0.06 fc minimum, the maximum is 2.4 fc.

This really needs to be caught at plan review and requiring good information. Then the inspector only needs to verify that the fixture installed meets the plans and that it is wired and works properly.
 
Also manufactures have computer modeling programs, as stated by Dan, "...the inspector only needs to verify that the fixture installed meets the plans and that it is wired and works properly."

if the computer modeling program is done properly; I have seen where a field change of raising a ceiling, voided the computer generated data.

"other jurisdictions", what info are you requiring and how do you verify the minimum requirement in the feild?

We ask for the spec/data sheet (some are on file) for the fixture.
