Metal studs

Anybody requiring RDP approval for metal stud punch outs that exceed manufacture guidelines? EX; 2" pipe punch out through a 2" by 4" non bearing metal stud? It could be whatever combination you run across, question remains the same?
 
Taken from Scaffco, see #7. Per the steel stud manufacturer it is required.

I understand that it is required, Similar in thought to a wood 2 by 4 non bearing stud and the use of a nail plates or stud cleat however I recall that question being asked and answered but I'm interested how many or not are enforcing the metal stud requirements for an RDP.
