Mezzanine Area Calculation Question

When calculating the 1/3 or 1/2 area for a mezzanine, should the stairs leading to the mezzanine level be included or excluded from the calculation? I can't seem to find where this is clarified in the code.

I've always excluded.

I have never included the stair. The stair is not the mezzanine -- it's the access to the mezzanine.
