Mezzanine Clearance

The code requires 7 foot above and below a mezzanine. Do you consider the structural steel, such as knee braces, gussets, etc. when determining the 7 feet?
 
Based upon the provisions of Section 1208.2 and 505.1, 7 foot clear is required. Structure should not impinge in the required 7 foot head clearance.
 
I would allow it with some kind of permanent barrier installed at the area of the encroachments.

Then I would deduct the barriers from the fire area and the aggregate areas.
 
Those are not "ceiling" elements. They are projections from the ceiling so the beams and gussets, knee bracing and such do not affect the ceiling height. However, if the mezzanine is occupied then the projections cannot be closer to the floor than 6'-8" at their lowest.
