Minimum stairs allowed per floor

Given: Existing 2 story retail building with 2nd floor mezzanine, basement and elevator, fully sprinklered. 2ns floor and mezzanine less than 2,000 sq. ft.

?1. Can mezzanine to second floor and second floor have only one stair each?
 
Depends considering this is an existing builidng has it been in compliance since it was permitted? Usually the (common path of) travel distance is the driving factor.

Is this in the CA code?

2012 IBC [A] 102.6 Existing structures.

The legal occupancy of any structure existing on the date of adoption of this code shall be permitted to continue without change, except as is specifically covered in this code, the International Property Maintenance Code or the International Fire Code, or as is deemed necessary by the building official for the general safety and welfare of the occupants and the public.
 
M occupancy, CBC 13 for proposed T.I., square footage limited to 60 per occupant.

Originally permitted with single staircase and elevator to second floor (second floor has a mezzanine)

Small floor plates, 3400 2nd flr, 1400 sq. ft Mezzanine. Ground flr has 4800 sq. ft with two exits to street and stairwells (2) from basement.
 
Interesting question, I'll have to check. It extends from the basement to the Mezzanine level
