Mixed Sprinkler system + Fire rating reduction?

Hi. I have a new 3-story building - the top 2 levels are R-2 occupancy with a 13R sprinkler system and a lower level which is Assembly with a full 13 sprinkler system. My AHJ says I am not afforded a fire separation reduction from 2hr to 1hr since I'm not a full 13 on the whole building.

Where in the code does it say that? I'm meeting sprinkler system requirements for each occupancy. The 4 upper units discharge to an exterior staircase, so there's no stairwell penetration into the assembly space.

It’s in the definition of S (below the table), which requires the building to be equipped throughout with a sprinkler system in accordance with 903.3.1.1. Section 903.3.1.1 refers to NFPA 13, not 13R.
