Mixed use Breaking out Storage for reduced fixture counts.

Let’s say I have a building that is being designed that is borderline having required fixture counts.

The building is Mixed Use, non-separated A-3 + B.

If because of a large storage room as example, would it be appropriate for me to classify the building as A-3 + B + S-2 Mixed Use, non-separated if it could reduce the number of fixtures required for the building?

So, now all of the storage rooms in the B part of the building are no longer B occupancy type but are now S-2 occupancy types, thus the occupant load factor AND the fixture factor is lower and thus my required number of fixtures gets lowered perhaps substantially.

Arguably, this would be more reflective of the true project requirements anyway. Correct?

What are the problems with arguing this way with a building official?

I would look how you label each room

Does it kind of match what I might normally find,,, as in are you fudging.

Might kick it back if questionable

Can you assign sq ft to this?? Or is it a what if question, which is sometimes hard to give a solid answer, sometimes
 
It's a what if question, but real world situation.

I'm .13 Female water closets too few if I put storage under the B umbrella. If I break storage out and Call it S-2 (even though chapter 3 doesn't REQUIRE it to be it's own occupancy group because it's less than 100SF) the problem goes away. Guess what I'm trying to get at is if I have the OPTION for mixed use occupancies, to break out distinct occupancy groups when they don't exceed requirements.
