Mixed use minimum drinking fountain? IBC 2902.6 IPC 410

When using the <15 OL gimmie for not having a DF, would you sum all of the OL of the mixed use to get to 15?

Drinking fountains shall not be required for an occupant load of 15 or fewer.

Example, R2 building with S1 and A3 and B but all individually <15 OL.....With an aggregate of 32....

For reference, this is what the commentary says:

The requirement for drinking fountains in all occupancies puts an undue hardship on small establishments where the floor space is usually limited.
 
I think it depends on the building's design. I'm working on a building where each tenant has immediate access to the exterior (think something similar to a strip mall). Each space has an OL less than 15, but combined there is an OL approaching 70. All are in the same shell, but I wouldn't combine the OL since there's no shared space, if that makes sense. If I placed a drinking fountain anywhere within the building, only one tenant would have access to it.

Kinda arbitrary, but if there's a shared space accessible to everyone, then I would sum the OL and add a drinking fountain.

That is what I was thinking...This is an apartment building with amenities and management offices....It gets a little weird as the tenants and their guests can go to the units (should they have to?), but if it doesn't work as accessory, and it is truly mixed use, I don't really see a way out....
