Moisture Barrier

Question: garage conversion to living/2nd unit, how do others deal with moisture barrier on exterior of building? have you allowed it to be placed on the interior to back of sheathing but not behind existing studs then wrapped around side of studs? Or do you have them remove existing siding on exterior and then apply moisture barrier? or just allow them to install over existing siding and reside over that? Thank you for your response
