Monumental stair definition & handrail for stairs less than 30" drop

Hello,
i have 2 questions:
1. what's the definition of monumental stairs? in CBC doesn't need the middle handrail. I have a 16' wide exterior stairs. is it monumental stair?
2. if the drop is less than 30" we don't need handrail? per CBC 1015.2

The intermediate handrail requirement in 1014.9 doesn't require defining monumental stair. The requirement is that handrails shall be located along the direct path of egress travel. See the attached illustration from the commentary, which shows handrails on the direct path in two scenarios. This implies that handrails at 16 feet apart might not be considered to be on the direct path of egress travel if there is a door centered on the landing.

per 1015.2 when the drop is less than 30" you don't need a GUARD, but you still need a handrail.
on a monumental stair, the handrail is required within 30" of the most direct path of travel which is probably in the center if the stairs are centered on the door.
