More restrictive state or local ordinances beyond FEMA

Do any of you have more restrictive ordinances or state floodplain laws that exceed the requirements of FEMA rules for floodplain management?

The state of Florida, for example builds in 1' of freeboard as it requires a DFE (design flood elevation) of 1' above BFE (base flood elevation). This 1' of freeboard exceeds the FEMA requirements and provides discounts to flood insurance premiums.

One of the local towns I service also has a 3' above the crown of the road rule for all construction and generators.
 
When I was there all "C" zones all finished floors where certified 18" above the crown of the road. Un-numbered "A" zones where 24 inches above the crown of the road. If there was not a county or state road adjacent to the property then it was from adjacent grade. Numbered "A" just had to meet the elevation number. This was back in the 1990's so I imagine the rules have changed. The owner had to provide an elevation certificate before the home would get the electrical power turned on.
