motel derate

Greetings all,

2011 NEC applies. I haven't done a motel load analysis in 25 years so I don't remember what used to be in the Code. What's going on now is that I've got a motel with 13 rooms. The heat/ac units are 16 amps nameplate rating. It seems to me that a derate should be allowed for these units on the service end but I'm not finding one. The only derate I see is for the lighting load per T 220.42. I've been told that some folks use the derate table for multifamily using T 220.84 and apply that table for motel rooms. This seems reasonable to me from a practical standpoint but I'm looking for something I can hang my hat on supported by Code. T 220.84 is specifically for multifamily and I just don't see anything else for derate on motels. Am I missing something? Seems to me it is outlandish to require a total on all of the ac/heat units units to be added to the service load as a line item.

A thirteen room motel could easily be full. When we have a family reunion it takes more than that.
