Multiple Tenants Means of Egress

Hello! I'm looking for some confirmation on this interpretation: "The means of egress from a smaller tenant space shall not be prohibited from passing through a larger adjoining tenant space where such rooms or spaces of the smaller tenant occupy less than 10 percent of the area of the larger tenant space through which they pass.." Full section below.

My initial thought on this was that the smaller tenant cannot occupy more than 10% of the larger tenant's area for exiting. There's also the question of what defines a smaller tenant. Any assistance will be much appreciated.

1016.2.1 Multiple Tenants
Where more than one tenant occupies any one floor of a building or structure, each tenant space, dwelling unit and sleeping unit shall be provided with access to the required exits without passing through adjacent tenant spaces, dwelling units and sleeping units.
Exception: The means of egress from a smaller tenant space shall not be prohibited from passing through a larger adjoining tenant space where such rooms or spaces of the smaller tenant occupy less than 10 percent of the area of the larger tenant space through which they pass; are the same or similar occupancy group; a discernible path of egress travel to an exit is provided; and the means of egress into the adjoining space is not subject to locking from the egress side. A required means of egress serving the larger tenant space shall not pass through the smaller tenant space or spaces.

It is not uncommon for a large tenant space, such as a grocery store, to include spaces for small tenants, such as a fast food restaurant or a branch bank. When the tenants have comparable uses, the egress path is discernable and locking devices do not restrict access, the small tenant space can egress through the larger tenant space.

I was hoping the exception would allow a tenant to exit through another in order to avoid corridors. Which would present security challenges, but we thought this exception would open up that opportunity. It seems the intent of the code is basically a Starbucks within a Target. Thanks for taking the time to respond.
 
As long as the egress can not be locked, I believe it would apply to all types of tenant arrangement...Kind of an unneeded change, like if you sublet an area of your space or a salon that rents chairs....Can you egress at all times? Good....

Thanks Steve. This section doesn't specify what type of tenant. In our case, both are business.
