Narrow space regulation in food facility?

I thought I saw at some point in the CA food code a mention of needing to seal off narrow spaces that couldn't easily be cleaned. But now I can't find that code anywhere. There's a space that's 1'6" wide and 1'8" deep in a corner of our small kitchen, where a large walk-in cooler juts into the room 1'8". It seems like a waste to fill in this space and not use it to store something or stick a narrow trash can in there or SOMETHING, since our kitchen is really tiny. But would that be considered too narrow of a space for a person to reach into and clean? Does the depth of the space matter (20")?
 
(I have a similarly sized space next to my fridge in my kitchen at home, and don't have trouble cleaning it, but it's not my experience that matters of course).
 
Section 114259

A food facility shall at all times be constructed, equipped, maintained, and operated as to prevent the entrance and harborage of animals, birds, and vermin, including, but not limited to, rodents and insects.

2) Construction joints and seams shall be tightly fitted and sealed so as to be easily cleanable.
