NEC 110.26 Working Clearance Existing Building

Section 406 of the IEBC allows existing electrical to be replaced like-for-like as a "repair". To keep this from becoming completely ridiculous, the code official is given the authority in section 115 of the IEBC to require that any condition deemed "unsafe" be made safe or removed.

Both sections are overlapping blanket statements that can have widely different interpretation. Therefore, it is incumbent on the code official to make a policy and stick to it in interpreting what exactly constitutes and "unsafe" condition, as the definition of unsafe in the IEBC is so broad that it basically boils down to "whatever gives the code official guy bad feels". Having a policy that applies to everyone is far preferable, and much more defendable, than operating on a case-by-case basis.

For a new service, I would require any new replacement service equipment be placed in a location compliant with modern codes. Which, in this case, would probably mean the exterior of the building.

How much space is there? Would it have met the NEC when it was installed?
