A NOTICE of Proposed Rulemaking to amend the Americans with Disabilities Act title III was signed by U.S. Attorney General Eric Holder last week to require movie theaters to exhibit movies with closed captioning and audio description at all times and for all showings.
According to the notice, recent findings indicate that people with a hearing disability as well as patrons who are blind or have low vision are often shut out of the movie-going experience due to a lack of close captioning and audio description.
The proposed rule will likewise require movie theaters to have a certain number of individual closed captioning and audio description devices.
The rule will take effect six months from its publication next week in the Federal Register.
Meanwhile, the rule proposes two alternative approaches to compliance for analog movie screens and requests public comment for the final rule.
The lone theater on Saipan has digital screens and offers wheelchair and listening devices for persons with disabilities.
There were over 100 persons with disability on island, according to the 2010 Census.
