Section 1502: Owner's Responsibility for Fire Protection
- Overview:
- This section mandates the owner or their authorized agent to develop, implement, and maintain a written site safety plan for fire prevention during all phases of construction, repair, alteration, or demolition work.
- Site Safety Plan:
- Must be approved before a building permit is issued.
- Should be updated as necessary to comply with the chapter and other applicable International Fire Code provisions.
- Must include the following components:
- Name and contact information of the site safety director.
- Documentation of training for the site safety director and fire watch personnel.
- Procedures for reporting emergencies.
- Fire department vehicle access routes.
- Locations of fire protection equipment (e.g., portable fire extinguishers, standpipes).
- Policies on smoking and cooking, including designated areas and signage.
- Location and safety measures for temporary heating equipment.
- Hot work permit plan.
- Control measures for combustible waste material.
- Storage and use methods for flammable and combustible liquids and hazardous materials.
- Site security provisions, including fire watch requirements.
- Any changes that affect the plan.
- Other site-specific information as required by the International Fire Code.
- Site Safety Director:
- The owner must designate a site safety director responsible for ensuring compliance with the site safety plan.
- This person has the authority to enforce the plan and other related safety measures.
- The site safety director oversees any guard service provided as per the International Fire Code.
- Daily Fire Safety Inspection:
- The site safety director is responsible for conducting daily fire safety inspections of the site.
- Inspections must cover all building and outdoor areas to ensure compliance with safety measures.
- Inspection points include:
- Ensuring hot work safety requirements are met and performed in approved areas.
- Keeping temporary heating equipment away from combustible materials.
- Removing combustible debris and waste from areas not being worked on.
- Ensuring temporary wiring does not have exposed conductors.
- Proper storage of flammable liquids and hazardous materials when not in use.
- Maintaining clear fire apparatus access roads.
- Ensuring fire hydrants are visible and unobstructed.
- Keeping fire department connections to standpipes and sprinkler systems identifiable and unobstructed.
- Ensuring standpipe systems are in service and reach the highest work floor.
- Availability of portable fire extinguishers in required locations.
- Maintaining up-to-date fire watch records as needed.
- Violations:
- Failure to conduct, document, and maintain required daily inspections and documentation constitutes an unlawful act.
- Violations can lead to the issuance of a notice of violation to the site safety director.
- On the third offense, a stop work order may be issued, halting work until compliance assurances are provided and approved by the code official.
