New one for me

Window manufacture installing their own windows. they are the general as well.

Won't provide insulation between window frame and wall framing.

Super's comment "I don't have to because it is not in my contract"
 
Stop work order

So are they installing in their building or someone's building who has paid the to do it?

Tell them, "No insulation, no signature on the job card because that's in your contract".
 
No stop work but they failed the inspection.

No further inspections until the resolve the "insulation" issue
 
Failed.

"I don't care who installs it, not addressed in the Code. But I won't approve the job until it's complete."

^ That's my typical line.
