Why did the solar catch the roof on fire??

To CDA ther are two ratings on solar panels
1. Rated for Ground mount.
2. Rated as if it had a Roof Classification as if a class of roofing it must match.
also just had some 200,000 sf installations and had the DC voltage from the combiner boxes at the panels
deactivated remotely at the on ground inverter locations - adjacent to the main power disconnect.
DIsconnect AC switch 1 DIsconnect DC switches adjacent to AC Main Disc.
The original design idea was to provide a roof map locating the 30 plus combiner boxes that a responder would wander around the roof turning off prior to adressing the fire ?
sounded crazy to me and the marshal as well - designer and owner tempted to say but its allowed? When I explained that would be like giving the responder a map to a SUper Wal Mart and telling them to go to Sporting Goods, Housewhares, shoe dept's, and the cereal aisle prior to adressing the alarm they saw the light.

Shouldn't that be mandated by code? We just had a front page article in the paper about a guy getting a $7,000 bill, there is more to it than that, but these panels are being sold by high-pressure siding type salesmen who mislead people.

The electrical sections do seem to get neglected and I try to pump new life into them thinking the heart will beat on its own but alas, it never does. We need to bring in more electrical people. But how?
