New Suite Restrooms in an Existing Floor W/ Accessible Restrooms

For a new suite interior buildout (B Occupancy) on a building with existing accessible restrooms. Would the new restrooms inside the suite need to be accessible? I was asked this question by a designer. My answer is that even if there are common RRs existing (on the same floor). that meet accessibility standards. At least 50% of the new RRs inside the suite would need to be accessible. Maybe an exception would be for a single user RR. Say if for instance the chief executive wants a personal restroom in his office or something like that. Is this interpretation correct?

Sort of...there are more gimmies in 1110 2021 IBC (I believe) than ever, but the general rule is they are all accessible

Typically, yes.

At least 50% of the new RRs inside the suite would need to be accessible. Maybe an exception would be for a single user RR.
50% is the exception, and that only applies when they're clustered together. See IAC / ADAS 213.2, exception 4.

Nope, I'd argue that a private restroom would still need to be accessible (pending any of the exceptions in 213.2). 213.2 says "where provided", so all are new are required to comply with this section.

It looks like the 2018 IL Accessibility Code is just the 2010 ADAS with amendments (similar to California) rather than ICC A117.1. Assuming there's no scoping text somewhere that changes how Ch 2 works, you'll need to make everything accessible (again, pending any applicable exceptions in 213.2).

Thank you for the correction. I jumbled 2 things together (reg. the 50% clustered). I should have said at least 1 accessible per gender, if multiple fixtures are being added. Accessible no matter what if it's meant to be just one unisex.
 
There is some "single office" give in my code but not a flat out pass...:

Exceptions:

  1. 1.Toilet rooms or bathing rooms accessed only through a private office, not for common or public use and intended for use by a single occupant, shall be permitted to comply with the specific exceptions in ICC A117.1.
