New York City's unreviewable code violation fees upheld by U.S. Cicuit Court

Here, any administrative decision made by a government official is an appealable action to court. We also have created appeal systems for thing that courts traditionally do poorly (like code interpretation/application).

It really seems ludicrous to me that there is no option for a hearing on these fines.
 
I think it was a time issue and not a due process issue. Regardless, it sounds like somebody misinterpreted when the statute of limitations began. It's a win every day for due process.
